Is Huaqiangbei Safe? What Actually Goes Wrong and How to Avoid It

Core Risks and How to Avoid Them

Daytime safety in Huaqiangbei is similar to any busy commercial area. The real risks are in transactions and taking items home:

  1. Buying the wrong unit (used, refurbished, or a different configuration).
  2. Making payments to the wrong person or without proper evidence.
  3. Purchasing items you can't take on the plane, such as power banks without 3C certification.

Power Banks and Lithium Batteries

Since June 28, 2025, the Civil Aviation Administration of China (CAAC) has required that passengers cannot carry power banks without 3C certification, with unclear 3C labels, or those that are part of a recalled batch on domestic flights. For more details, see the official CAAC announcement.

For international flights, there are additional restrictions: spare lithium batteries must be carried in your hand luggage, not checked. Typically, batteries under 100Wh can be carried without approval, 100–160Wh require airline approval, and those over 160Wh are not allowed. Check FAA guidelines for more information.

To avoid issues, take photos of the 3C label and the rated capacity (in Wh or mAh + voltage) on the device before purchasing. Do not buy loose cells or batteries without any markings.

Payment and Receipts

Most stalls accept QR code payments. Before scanning, ensure the recipient's name matches the stall and verify the amount. In Alipay, tap Me > Bank Cards > add card, then upload your passport photo for verification. Download Alipay from the official website.

Ask the seller to write down the stall number, model, quantity, and total price, and take a photo. This is your only proof if something goes wrong. For consumer disputes, call 12315 (mainly in Mandarin, you may need assistance) or file a complaint within the payment app.

Verifying the Product

Always ask these three questions before buying: Is this new, used, refurbished, or a sample? Is the price per unit or per box? Can I test the exact unit I will take?

Follow these five steps to verify the product:

  1. Power on the device.
  2. Test it with your own cables and headphones.
  3. Photograph the model number and batch number on the box.
  4. Photograph the 3C label on the device (if it has a battery).
  5. Have the seller write a receipt and take a photo of it.

Remember, most stalls do not offer returns or exchanges, so verify everything before paying.

What to Do If Something Goes Wrong

If you encounter an issue, follow these steps:

  1. Return to the stall and try to resolve the issue.
  2. Go to the market management office (usually on the first floor of each building).
  3. Call 12315 or file a complaint within the payment app.
  4. Keep all screenshots and receipts.

Preparation Before You Go

Before traveling to Huaqiangbei, set up the following on your phone:

Navigating Huaqiangbei

Inside the buildings, corridors are narrow with many delivery carts and trolleys. Be cautious when taking photos or looking at your phone. Use AMap Global to navigate, and search using the Chinese name of the location.

When crossing streets between buildings, use crosswalks due to the high volume of electric scooters. Elevators can be very crowded during peak times; keep your backpack in front of you.

Always ask for permission before photographing counters, staff, or price lists, as many stalls do not want their prices to be photographed.

Emergency Numbers

For emergencies, use the following numbers:

  • Police: 110
  • Ambulance: 120
  • Fire: 119
  • Consumer Disputes: 12315
